A 'Table of Eleven' analysis is an estimate of the objective and/or subjective perception of a specific rule by a specific target group. In this context, we refer to a single analysis as a project. With the iT11, you can manage your data for any project in 'Data Management' and carry out analyses in "the Checklist for the Legislator", "the Motives-for-Compliance Test" or "the Compliance Estimate".
This module offers you the possibility of documenting several formal data on the rule to be tested.
With the Checklist, you, the Legislator, can quickly get an impression of the extent to which new legislation can be complied with, before carrying out the obligatory Feasibility and Enforceability Test.
To do so, you answer approx. 60 questions with yes, no or not applicable (N.A). The report gives an overview of your answers. The iT11-help function gives you suggestions for improvement.
As enforcer with an inspectorate, special investigation team or enforcement team in a local authority, the Motives-for-Compliance Test will give you an impression of the motives of the target group for complying with a rule. By answering some 20 questions, you create a so-called Compliance Profile in the report, which shows you the rule's weak and strong points for that particular target group. This allows you to enforce the rule by focusing on any problem areas. In that sense, it is made-to-measure.
This module gives a rough estimate of the types of persons that are compliant or non-compliant.
